For twenty years Kurt Evenepoel has built and governed enterprise architecture across Belgian federal institutions, utilities, and software businesses. MOBIAS is the practice he runs today, turned toward a harder problem: the AI systems his clients are now shipping don't answer the same way twice, and they still have to pass the same audits.
The practice
The AI Act, the agent era, and the governance questions they raise are why this kind of architectural depth matters now.
MOBIAS has run for more than a decade, most of it booked on referral with no website at all. The work came by reputation, one engagement leading to the next. What the practice reaches for now is what referral alone does not surface: international remote engagements, training in TOGAF and SAFe, and reference work on the AI Act and agent architecture. The discipline is the same. The frontier moved.
What an architect is for
Finding things to improve is easy. Improving the right things, in the right order, to reach a specific goal is the work.
The highest value of an architect is the deliberate realisation of a strategy, and if you don't have one yet, that is the first thing MOBIAS helps you build.
A senior engineer with a good reference can find a solution. An architect finds the best one for this organisation, at this point in time, and carries it through to running capability.
That is why the same brief produces a different architecture under a different strategy. The processes, the team shape, the infrastructure, even the software design change with the goal. So MOBIAS rarely starts with a diagram. It starts with the strategy the architecture has to realise, then builds the capability that delivers it and stays once the engagement ends.
The receipts
The receipts are public, and they show the same pattern: a strategy made real, then handed over.
- As Head of Architecture at a Belgian federal health insurer, Kurt co-authored the IT strategy with a newly appointed CIO on a COBIT base, giving the organisation a shared decision compass; the architecture practice was then built to realise it. Strategy first, then the capability to realise it.
- A multi-year programme and portfolio led for a federal customs administration, implementing Belgium's national customs modernisation on the EU's mandated timeline.
- A federal social-insurance fund's modernisation programme, where roughly a quarter of the legacy estate was retired in the first year.
- An HR services group's legacy platform stabilised and re-architected under an interim technical lead mandate. The re-architecture took the total cost of running the platform's infrastructure down by about 70%, and the software ran four times faster. The unit was ready to bid into the contested municipal segment that had been out of reach.
- At an HR services group, knowledge agents over support and product documentation went live alongside automated documentation-quality QA and AI-assisted CI/CD; SchoolLens, the Track 3 postgraduate capstone, was designed, built, and documented to EU AI Act Article 6.
- A federal geospatial agency's capability map and federal geo-broker roadmap, built with the board and carried into execution.
Each was an engagement Kurt held as principal: accountable, and named on the work. Each one left a reference model, a control mapping, a review cadence, or a hardened platform that the client's own team now runs without him. The capability is the deliverable. MOBIAS has delivered through consulting vehicles into Belgian federal and HR-services engagements. The work outlasts the engagement.

The name
Modern · Business-Intelligent · Architecture & Solutions
The name is older than the website, and older than the AI era. Modern Business-Intelligent Architecture & Solutions, registered in the Belgian business register on 24 September 2012 and abbreviated to MOBIAS. MO for modern, BI for business-intelligent, AS for architecture and solutions. The letters were chosen long before AI became the lens everyone reaches for; they fit it by coincidence. The legal entity is older still, founded on 14 February 2011 under a different name.
What MOBIAS engages on now
The work is what Kurt has always done, aimed at the systems his clients ship today. The AI thread is not new for him: it runs back to a computer-vision proof of concept in 2013, through to the knowledge agents and AI-in-delivery work of the last two years. What is new is the stakes. Non-deterministic systems now meet audit regimes built for the deterministic. Agents need architecture before they need a budget. Operating models are what survives; policies live inside them. Enterprise architecture was always about serving the business; now it also has to hold the system accountable when it answers differently to the same request twice.
On a large mandate, the delivery team is the client’s own organisation. Those mandates run through a consulting vehicle, and the firm-side disciplines belong to the same principal accountability: contributing to proposals, holding scope, and protecting the firm’s relationship with its client. The budget, the board reporting, and the programme stay with Kurt. For lighter freelance work, MOBIAS is his own vehicle, and named sub-contractors join when a mandate needs them. Kurt takes one engagement at a time, with transitions planned ahead.
Before MOBIAS
The legal entity behind MOBIAS started in 2011 as a small games studio building for Windows Phone, with Kurt as a developer learning a new platform. Microsoft retired Windows Phone, and the distribution channel went with it.
The lesson stuck: never build your business on someone else's distribution monopoly. It is why the AI practice is built around portability, sovereign options, and engineered fallbacks. Architecture is what outlives the platform.
The practice runs on enterprise architecture and AI architecture as one capability. One principal who turns a strategy into capability the client's own team can run. That is the whole offer. MOBIAS works in Dutch, English, and French, in Belgium and across EMEA.
