A federal health insurer · the capability

Built an architecture capability, and the budget to run it.

At a Belgian federal health insurer I built it from scratch: the reference models, the viewpoints, the governance, and the first architects to run them. Then I secured the funding to keep it running as a permanent capability, and led the IT-strategy work that set its direction.

A federal customs administration · the programme

Programme and portfolio in European customs.

A multi-year programme and portfolio led for a federal customs administration, implementing Belgium's national customs modernisation on the EU's mandated timeline. Chaired the programme's Digital Steering Committee and represented Belgium at EU technical meetings.

A payroll and HR services group: the turnaround

A payroll platform pulled back to stable delivery.

With the platform team, re-architected the infrastructure for about 70% lower total running cost and quadrupled software performance; the unit was ready to bid into the contested municipal segment. An agile transformation cleared about five years of backlog in two months.
